I checked my local JD dealers inventory. They have two on hand. The price was not on the computer but I looked up the bill where I bought one in Aug of 2012 and it was $17.95 then.
There are other wrenches that can be made to work but this one is not very high if you have any other JD tractors that you may need it on. If you just have the JD 3020 then maybe just try the swivel or make one by heating and bending a 9/16 wrench. Whether it works or not all depends on how tight the nut/bolt is.
