I worked on a 1967 4000 with the same problem. I was able to fix it through the top (with the lid off!) It turned out the owner had fitted an implement with too long of a power shaft and then let the implement down , thus forcing the PTO shaft into the tractor and 'cupping' the thrust washer in the power/clutch pack. this did not allow the plates to seperate so the shaft was locked all the time, even when the engine was stopped. If the shaft can be turned by hand with the engine stopped ....then it is most likely a brake issue. Sam
