Wedge a 2x4 into the 3 point linkage and pry against the pto shaft to see if the pro is actually engaged or if it is just the pto brake that has failed. If it is the brake then you would have a similar situation to what hundreds of those tractors have and you just need to shut the tractor off to hook up an implement. If the pto will shred the wood when you pry on it then you likely have a problem with the hydraulic valve which is under the top cover or it could be a couple of other things. But check with a 2x4 first as you might be worrying about a small problem and can leave it alone.
