If it has been run loose too long, you need to have some experienced eyes look it over so a worn rim does not crack and come apart and hurt somebody.
As far as tightening it, block the other tire, jack the tractor up enough on the loose side to take most of the tractor's weight off of the rim and tire and use a 3/4 inch breaker bar with a cheater bar and work your way around the wedge bolts a couple of times. Do it again after driving it for a while.
