Are you saying that the pedal is locked and won't move at all or that they're sticking? If it's locked... problem is likely related to the lock solenoids as there is one for each spool. That could be a weak solenoid or it could also be a power supply problem to the solenoid. If the pedals are just sticky... that's probably related to the linkage. Could be bad bearings on the pedal shafts...
