You could pull the shift lever out of its hole and look at the alignment of the notches in the shift rails. Since you have fourth but not third, you probably have more than one problem but start by lining up the notches in those rails. You might check to see if the transaxle is mounted properly in the frame, since the shifter has to line up with the hole in the frame - or fender pan depending on the year of your tractor.
