I'd say you did the right thing already - you gave him a chance to do the right thing.
I think I'd still at least leave it in the local police departments hands, though I don't think it'll do much good.
Problem is - all you've got is proof that he took your bait, and what was that worth? 10 bucks?.
That doesn't prove that he stole anything else from you.
He probably WAS the one taking all the other stuff - but there's no way it'd hold up in court.
So all you're really going to do by pressing the matter is waste YOUR OWN time, further losing out to this jack@#$.
and for what - a thousand bucks - that you're never going to get back?
Worst part about having a great justice system that is based on proof and fact is when you can't prove something, no matter how much you know it's true. Unfortunately, you've got to just let it go.
