IE is not so much a program as it is part of the linkage internal to the Kernal of the Windows 7 program. MS has recieved flack for this but has managed to fend off the arguments. I believe the only partial answer is to disable it. See info on the net. If removed, it takes real effort to repair the internal damage done to the OS.
