2-4D will stunt or kill some broad leaf and a few grassy plants if applied pre-emerge if conditions are right. Not a good pre-emerge at any price. I would think it worth the extra expense to control grassy weeds as well as broad leaf. Check with Dow Chemical to see if they have a cheaper product. You will get best reccomendations if you tell them specific weeds you want to control. If cost must be at minium with no till and you have mostly broad leaf weeds,you might consider planning ahead by preparing the rows for planting then hope for rain to sprout weeds before planting. You could then use 2-4-D to kill young weeds and band seed bed with pre-emerge
