Like it not it is done for a purpose. Would you want somebody opening say a dog kennel beside you or starting a vehicle salvage yard? They both may be permitted by the city but the people would still have a say. When I subdivided some land, I had to sent notice to all the homeowners within a certain distance notifying them when the zoning meeting was so they could attend if they had a problem with it. Most recently an auto insurance company wanted to open a sales yard next to a commercial lot I own. I had no problem with it but there was a very vocal group of businesses that didn't want them in the area. The county finally voted to not let them open.
