August: The bolt you are having a leak from is the engine oil pressure regulating valve adjustment. The outside nut #20 is just a cover or cap nut. Remove it and then the sealing washer #18. The adjusting bolt has a Allen head. Hold it from turning with an Allen wrench. Tighten the jam nut #19. This will seal on another sealing washer #18 that is between the jam nut and housing. This should seal the engine oil from leaking. Then just reinstall the outer sealing washer and cover nut. BE CAREFULL and do not twist off the screw or nut. They just need to be snug. The sealing washers are soft and provide the seal. So you do not need to really crank them down.
Bob pretty much covered this in your earlier posting.
