We do know they are not common, one would think if it was complete, a worthy restoration candidate as they seem to sell when done, which is likely with hundred series that have an elenco kit under them.
In all the years we had a Ford Tractor dealership, I never saw a one, new on the lot or and older one in for service.
Maybe I am wrong but a 4400 is not a 90's era tractor, pretty sure we had those era tractors available new when we were in that business, late 60's to mid 70's.
Tony Jacobs would be your best source of information, post this on the ford board, be interesting to see some photos.
Does it run ? Given what it is, the parts alone may be worth it, can's say for sure, but if it runs, $3500 is a fair offer, knowing it needs a lot, but again given its not a common tractor to find, his price may not be far off either, its worth hashing out a deal unless there is something I am missing here.
Bucket could be built, another found and modified, that would be the least of my worries so would many other things if it at least runs.
Non running is a bargaining chip, can lower the price, but I hate when someone gets taken, 5 minutes after its sold the new owner puts in a set of points or something and the guy is out what was taken off, which could be substantial, but thats just me, fair is fair, and if sold as a non runner your offer is certainly fair, unless theres a rod through the side of the engine block LOL !

There is no known history regarding its origins or what service it had done, but the following work was undertaken alone to bring it up to show standard. From the engine number, it was found that this Major was produced late 1946. It was almost complete but had various parts that would definitely need replacing.
