check that the govenor is set, it may have rotated off of its position on the shaft that comes out of the engine. Loosen the nut that holds the govenor lever on the shaft, put a nut driver on the end of the shaft and turn the shaft to the right while holding the govenor lever down, then tighten the holddown nut and the govenor is set. On mine it tended to go the other way and overspeed. may not work but worth a try.
