I was helping my dad one day when a DNR doofus stumbles across the field. Didn't stop at the house or anything. I confronted him and he waved his "right of entry" card. He said he was looking at the dead walnut trees along the ditch. Problem was that there wasn't a walnut tree within a mile of that ditch. Mulberry, cottonwood, elm, maple, and willows, no walnuts to be seen along or near the ditch. When he asked for my "credentials" and I responded that I was a high school grad he laughed and told me he's forgotten more about trees than I ever would know without further education. I told him he must have forgotten an awful lot about walnuts. I escorted him to his taxpayer-funded truck and asked him to return when he had knowledge to actually do the job he was being paid to do and he hasn't been back since. I haven't seen a sickly walnut before or since, either.
Same employer, different doofus put bug/fly traps out in the middle of several farmer's fields and threatened them with legal action when the traps disappeared. They disappeared when the stalk of corn they were strapped to without permission of or consulting with the farmer went through a combine or silage chopper. Never heard anymore about that, either.
