It is very hard to kill because not only does it spread by rhizomes it also spreads by germinating seeds. You could be spraying and killing the plant only to have more seeds germinating.
There are a few chemicals that will kill it but most need a sprayers license to buy them because of the many different hold back dates. Can not graze or cut for hay; can not use on food crops; ect.... and you gave us no clue of where the problem is.
Lawns usually do not have a problem with Johnson grass because if you cut it and cut it often the other grasses will choke it out. If it is a pasture graze it hard and cut it before it goes to seed. In 10 years you may get the upper hand on it.
