They usually mean 8 leaf stage. You count clear down to the growth point. Including the leaves that are just unrolling. 8V would not be very tall. Maybe a foot to 18 inches.

"Corn Growth Stages"
This identification system divides plant development into vegetative (V) and reproductive (R) stages. The (V) stages are designated numerically as V1, V2, V3, etc. through V(n) where (n) represents the number of leaves with visible collars. The first and last (V) stages are designated as VE (emergence) and VT (tasseling). The six reproductive stages are simply designated numerically.
If you are needing to know for spraying without damage I would switch chemicals. The ones that they say will damage after a certain point may stun before that too. Had one a few years ago cause green snap after a certain point. I sprayed well below the growth point the chemical company stated where there would be problems. It stunned the corn and set it back a week or more and then had green snap. The hotter the more dangerous it is. IF your corn is really growing fast it will take up the chemicals more.
