First off lets get terms correct. When you say turn over that means the engine spins when you hit the starter button. So if it is doing that jump forward. #1 if it does not turn over you need to check all battery connections. Also check that the battery is fully charged. #2 Check for a good blue/white spark from the center wire on the distributor cap by pulling that wire and holding it close to the block say about a 1/4 inch. Spark has to be blue/white and jump at least 1/4 inch. Also check that you have spark at all 4 plug wires one at a time and put that wire back on the plug you took it off of and same type of spark #3 pull the carb drain plug and make sure you have a good steady flow of gas out of the bottom of the carb. Catch the gas to look for water and dirt etc. Post back what you find
