I bale more light windrows than heavy. The size of the windrows don't change the tension for me from one side to the other. The hay fingers wipe all the way across the chamber. The hay being pushed back in the chamber is what pulls the string around the bale. The only thing that can cause the string to be longer on one side is the hay is going out the back of the bale chamber easier on one side than the other. When I had that problem with my baler I had lost one of the vertical restrictor bars and the end of the chamber along with the hay dogs having broken springs and the ones that were froze in the up position. I emptied the chamber and made new restrictor bars for both sides copying the one that was still mostly intact. I use angle iron and sawed one side down and welded in bolts on the correct angle. To make tighter bales in fine grass you have bolt holes to add another set or restrictor bars if desired. The bale tensioner restricts the hay in the center of the bale top to bottom but does not hold the sides even.
