Nah... What was a bad design was the TimberJack's that used ONLY a driveshaft brake for ALL braking functions. Aside from the fact that they never worked worth a damn when they were new... you still had the option of twisting the drive shaft off and having nothing... and if you use the blade to stop you in a real emergency it's not unheard of to break the push arms off. So your Deere isn't near as bad as you might think... Was there something wrong with the braking system when it didn't work without pump pressure? Most Deere systems I've seen would work manually without supplied pressure...
