My step daughter works on base, in charge of all the daycares on base.
She had spent 20 minutes the day before talking to the mother of the dead 4 year old, trying to get him placed in a day care. The mother also worked for one of the day care providers on base and was worried about being late for work. She must have just moved into the area. Maybe not familiar with the roads. It is almost for sure the mother is dead too.
Son-in-law is a Lineman for Laclede electric down there. He has been at work constantly since all the rain.
