If the needle in the carb. is closed, either because the carb. bowl is full, and the float is holding the needle closed, or the needle is stuck shut, the carb. won't allow any gas flow in, therefore nothing will flow out of the bowl. The trapped air in the sediment bowl will be replaced rapidly by gas once the carb. calls for gas. Unlike a diesel, since the carb. bowl is vented, the air will not cause a problem. Needles can stick closed, or be held open by a hung up float. I once put a tiny nick on the edge of the screwdriver slot installing a new seat, didn't see it, and it caused the needle to stick when it turned just right! (They're usually triangular.) So, if you have a good flow from the tank, through the bowl, through the carb. drain, then any issues are probably your float/needle and seat.
