Liquor cycle?? some states don"t require a drivers license for "mopeds"- Ohio and Colorado come to mind- and the drunk drivers that loose their licenses can only legally ride the mopeds, no motorcycles, cars, trucks. Drunk cycle is another term based on that little quirk in the state laws- and the unlicensed drunks still go to the bars and get drunk and ride the mopeds,crash them-- but do much less damage to the public with the litle critters, still kill themselves. In Wisconsin the no drivers license required is applied to "implements of husbandry"--so some bars parking lots are half full of tractors.
