One of the problems of trying to enforce emissions laws or noise laws is that you have to have the proper equipment to measure it, the proper training to use the equipment and the proper upkeep of said equipment. It all costs a lot of money. In turn, you are then put in a position where you have to go out and try and hunt down enough tickets to cover the cost of all that. If you don't get the tickets then you get accused by the taxpayers of wasting money on equipment you didn't need. How do you win?
On the loud bikes- I used to write a lot of bikes. No baffles or muffling whatsoever, really loud and in residential areas where people rightly complained. I'd right the ticket which automatically came with a Correction Slip that allowed the owner to have the issue fixed within 24 hrs and the ticket would be dismissed. The guy would take the bike to the Harley dealer who ALWAYS signed off on them as being just fine. The ticket would be turned in, dismissed and the bike would be just as loud. I'd write him again, same story. We could never get the dealer/inspector in trouble over it even though it was obvious he was either falsifying the statement of correction or was totally deaf. How do you win?

After two summers of having to park my old 1964 model 4000 gas 4 cyl. on a hill just in case the 6 volt system, for whatever reason, would not crank her, I decided to try the 12 volt conversion.
