I may be sticking my nose into something that I shouldn't, as I know absolutely nothing about the machine in question. However, I drove a Ford F750 equipped with a Detroit V8 that had a fuel shutoff solenoid on it. when you turned off the ignition switch the solenoid would shut off the fuel supply. How I found out about this was the solenoid failed and the engine would not start. Boss man called a mechanic who removed the solenoid and while they ordered a new one,I drove the truck and stopped it like you mentioned,I put it in fifth gear and released the clutch to kill the engine. Just a thought, something you may want to check out.
