Ken I am pretty sure that the housing has to come off the back side of the shaft. Post this down in the Farmall/IH board. Those guys would know right away. I have not worked on a Farmall "H" in 30 years or more.
On your ORC. Look and see if you can take it apart. Many of them have a large snap ring on the back side that you remove and the outerhalf slides off the inter collar. IF you can get it apart you may see what is holding it better. If it is still stuck you may be able to heat the inner half and get it to move.
Another thing I have done to get stuck things off the PTO shafts. Rig your self up a slide hammer type of tool on the shaft side of the ORC. Then you can really jar the heck out of it. I have an old PTO yoke that fits 540 PTO shafts. I welded a one inch shaft to the back of it. That shaft is about three feet long. I put an old disk spool on that and welded a big plate on the end of the shaft. You can slide the disk spool as your slide weight. With this you can really put some force on something that is stuck.
If you do not have anything like that you can make it. The easiest is an old PTO shaft or yoke. If you do not have that then if your ORC has a cross hole in it bolt two pieces of iron to the PTO. They should be longer than the PTO shaft is. Then bolt your slide hammer between the pieces of steel.
