"For hire" means nothing. What it has to do with is COMMERCIAL operations, and a farm is a commercial operation whether we like it or not. Something else to consider is that a lot of states have adopted these regs, not just for interstate trucking, but for intrastate CMVs. It's been going on for 5-6 years at least.
Beyond that, yes, we have too much regulation in some areas. OTOH, do you really want a 17 year old driving an 18 wheeler loaded with hazmat down the road in front of your home? Do you want a 45 year old drunk with a history of black outs doing the same? It would be nice if some common sense was applied to everything, but .gov just don't work that way!
