Well just looked your dif lock goes across under the tractor and pulls a rod down low and back to the rear housing, somewhere right in front and maybe above that is where the 4 wheel drive fork goes in the rear housing, now I have not found where or how the lever mounts but I am thinking right there in the area of under the right rear side of the seat. You may have linkage problems there in that area in both problems. O it is not unusual for the dif lock to be very hard to engage, like putting a square peg in a round hole, have someone turn the axel (with unit jacked up) as you apply pressure to the pedal .
