The issue is usually the regulator either being bad or not having a good ground. I hate the Motorola system they use on those tractors.
Also 13.6 at 1500 RPM is about normal. You would need to get the RPMS up for full charge.
Also check all the battery cable connections. If it still has the old style that is with one cable running to the battery and then the connecting cable just under the clamp bolt, that setup never works worth a darn. Run two separate cables to the starter and then two grounds to the motor block or starter mounting bolt.
