I use a drill pump to pump wiper fluid in my tires. I have not used the CACL in years and since I can get wiper fluid pretty cheap see no reason to use it. As for that pump it would be best to keep it say 3-6 inches above the bottom but being what it is not likely to last long for that. If you do not have it get one of the special hook up for filling tires with fluid so you can let off the air pressure or you will be in for a battle to say the least
