I will say at the start,I am not a Wisconsin expert, BUT, Most small engines act similarly under certain circumstances. When it falters and then catches back up, do you see black smoke out the exhaust? If so, the carb. may need adjusting. If one is running too rich, it will almost flood for a moment when the governor opens up. Possibly the governor may need some adjustment, but many times if the governor is out of adjustment, it will "hunt" or run erratically under no load conditions. Just some thoughts.
