I would look at a Ford 3000 or 3600. They can be bought for under $5000. They would be around 40 PTO horse power. Good reliable simple tractors.
Truthfully I would look for one of the Fords before I would a JD of that age or size. The JD utilities tractors of that era can have serious hydraulic issues.
A 135 MF would be another model that is simple too. The Perkins engine is a good lasting motor but just about impossible to keep from leaking oil/fuel.
