There should be 2 of those strip fuses in that box between the batteries, if the box is there.
Have seen some that just had 12v electrics not the 12/24 split system. did you connect the new batteries the right way?.
Have you tried starting shorting the soleniod at the starter that fries fuses and stuff if you got the 24 volt system as it puts 24 where there should only be 12v
There should be one or maybe 2 big huge 80 amp glass fuses under the dashboard behind the gauges, with heavy gauge orange wire going to them, depending how old the tractor is.
Maybe one of those is bad also. there are 2 types of dash and wiring also to confuse a guy. old type run gauges east west in a single row. New type run north south down left side in 2 rows, what you got it might help us more as wiring's way different.
These things are a real head scratcher to diagnose on line. have had some problems, been a nightmare when in the guys yard looking at it.
Tracing wires is not fun when the color fades or you find it changes color 4 times from front to back. Has 5 joiners in, because they used wire off cuts up, in the factory building it!.
