The one thing you cannot control with pheasants is the weather. We had two bad winters after several open ones. Follow that with cold wet weather right during peak hatching time. Birds are way down on same exact piece of crp land I have hunted when roundup ready beans and corn were along side of it during the up tick in birds to the down slide. Sure they need habitat, but that includes cover for nesting, food all year, and cover from storms, predators etc. They are not smart during bad weather.
