Well guys I guess there must have been exceptions for the ROPS requirement. I know of a 1983 JD 4050 that is open station without any ROPS. It came from Waterloo that way.
Also know of a JD 1992 4455 2wd that is an open station 15 speed power shift with no ROPS. It was sold new to the seed corn place in Anamosa Iowa. It also came form Waterloo that way.
So there must have been exceptions allowed for special usages.
I have ROPS on all of the newer small tractors I have. I have taken them off the larger tractors as they are in the way for many things. I rarely have the larger open station tractors on any banks/slopes. They mainly are PTO units around the barns.
Most of the field tractors have Cabs that have ROPS designed in.
