Yes. If your Mobile Home axles had brakes that are no longer servicable they can be replaced with either surge or electric brakes. Some axles that did not have brakes before have the flange inboard of the spindle and brakes can be added. The key is that the axle have the bolt hole flanges welded behind the spindle. I suppose if the flange isn't there and you are experienced with fabrication, you could weld a set on one. If you are building this trailer do either of your axles have the flanges for brakes? If so, you might consider just making that the rear axle and installing brakes. You may have to shop around, though I was able to find a good set of electric brakes at TSC for my tandum axle trailer.
