Definately holes in Mn. You will be glad you did. When using tube I always try to leave the lower end open, I've found it rusts less inside with the tube open so it dries out than trying to keep the salt out which is imposible to do. If it's closed it will stay damp inside always and rust faster. When I did head ache racks if it had a steel floor I would cut out a hole in the floor under the uprights. If it was wood floor I would use a tube wider than the front crossmember and leave the part that hung over open.
