Edd Boeing is in an international market. They have to be able to compete at a profit to stay in business. Right now their biggest problem is the unions that are forcing them to compete against other companies who home governments are subsidizing those companies. So they have to buy materials to turn into an aircraft. That is going to cost a set amount. Utilities area also going to be at a set rate with a history of consumption. Now the only place to cut money is labor. You can yell all you want about the CEO taking a pay cut but when you sell 20 250,000,000 dollar planes in a year knock off 1 million per plane isn't much of a savings. Good example is the AUTO industry. The average price for labor reflected in a new US made car is about 37% of the price of the car. Another 30% goes to retirees in pay and bennies. So if Boeing wants to move to make themselves more competitive then so be it.
People don't have a problem with a farmer getting a loan they have to pay back. It's the subsidies that they don't have to pay back that people get mad at.
