heat with a torch then quench with a penetrant like pb blaster or kroil.
do a few cycles of that and let it cool. as it cools it will cap-action the oil in.
i've also used candle wax on a hot bolt as it will wick in then act as lube.
hitting with a maul as someone else said can help.. just don't deform the head.
lastly. when you do go at it.. go with a beefy impact wrench.. the hammering action is better at busting hte rusty bolt loose.. vs a hard straight pull with a breaker bar and cheater pipe.. which many times will just twist the head off.
