Bob do you have a 110 outlet at the pump house??? Of you do then just put in a 100 watt incandcent blub in with the pump. With much insulation that will help keep it from freezing. It does not have to be a heat lamp either. Just a regular old light bulb. I have two pump houses on farms that are kept warm this way. I usually put two 60 watt ones in so they will not both burn out at once but for now one 100 watt would get you by.
I also have one of the pictured light sockets in the base of all my waterers. There I just use a 40 watt bulb but it is a little extra help to the tank heaters on the real cold days.
