There are a couple of ways you can go. They make a wallpaper scorer. It's about 3" in diameter and has a couple of wheels with serrated edges. Run the scorer over the paper and it poke a bunch of holes in it (it can mark up/gouge your plaster too), then spray HOT water or wallpaper remover on the paper and let it sit for several minutes. You might have to repeat the process several times before you can strip the paper. You'll likely have some paper backing still stuck on the wall that you'll have to soak and scrape off with a putty knife or 6" drywall taping knife.
The other way is to try and pull off as much of the vinyl as you can then soak and scrape as described above.
Wallpaper steamers won't do any good until you get the vinyl off. At that point wallpaper remover gel or hot water will work about as well as a steamer.
