If I remember correct a overseas owned company purchased the water company in the last 10 years or so. They also owned in other states. Haven't kept up on it so not sure if the same company still controls it. At the time political and other officials were pushing it as a good thing for WV and pushing the PSC to okay the sale. Like you said several plants that draw water from several sources were closed over time. Lots of the small plants needed upgrades though. To be fair it probably would have happened at that plant whoever owned it.
