I learned long ago, never say never and never say always because some Billy Bob will crawl out of the woodwork with some rare obscure exception to play GOTCHA. That being said, sure its possible one can go bad just sitting there, but its more likely for a failure to occur when its operating and subject to heat and voltage.
I don't see that many go bad as compared to many new ones right out of the box that are faulty.
The more typical problem is points that are burned or pitted or even gray oxide coated which causes a weak or non sparking, always try that first.
Its possible to use a low voltage ohms test to see if a condenser is bad (shorted or totally open) however that can only tell if its bad NOT that its necessarily good which a true capacitor tester can tell you.
