I have always and will always maintain that the cuts are in the minutia. I worked in government all my life from the USMC to the DoD to the USPS. Never did I see a new commander,new postmaster,new district manager not come in without a pet project.
I can cite example after example of waste of a hundred or a few thousand dollars on local projects within an agency at the whim of a manager or two. How many government offices have a GSA leased car for the use of the manager that is used for almost nothing but commuting. How many post master have taken over a new post and redecorated the office.
EAS salaries are based primarily on your offices budget and the number of subordinates you have. What incentive do I as the head have to cut employees or reduce my budget when by doing so I face the very real possibility of dropping below a threshold and having my grade reduced also.

Today's Featured Article - Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
