Framall A front U bolt

We have recently acquired 3 Farmall A's and I noticed that two had a large U bolt running from the bottom of the frame and around the front tube used to support the front wheels. One of the U bolts had been broken or cut then welded back up while the third tractor had it broken off completely. What is the purpose of this bolt (does the front end really flex that much) and how critical is it to have it repaired? Thanks
