Yup. I have the same problem x2 in my 97 powerstroke. Fuel pick up in the tanks (dual tanks) breaks down. When the fuel gets below the level of the break, engine starts sucking air.
Both tanks on my truck are 18.9 gals. Can use 17 gals in front tank before it starts sucking air. Can only use 12 gals in back tank before it starts sucking air.
Since I know how many mpg the engine gets, I use my trip meter to know when to change tanks because the gas gauges don't work either. Repair cost is $500 for each tank.
