If I understand you correctly the valves stick out of the head too far. If that is true the machine shop did not check his stem height. That also means the rockers arms are "running up hill" so to speak. This is going to probably restrict the flow of oil to the valve stems as well. Did they install seats in the head or just grind the seats? Now those little caps you are talking about are hardened. So forget the file. How much do you use the tractor? There is also a specified clearance between those little caps and the end of the valve stems. A flat washer under each rocker arm support may correct more problems than just being able to adjust the valves. Questions? Post an e-mail or phone number and we can discuss it in more detail.
