One person on this list suggested removing all the existing cracked rubber, installing split fuel line over the metal rim (to restore the thickness), then installing a vinyl lace-on steering wheel cover - this is the cheap-and-non-authentic solution, but it would give you a nice-feeling wheel for under $10. For a Farmall A, a new steering wheel (non-OEM) is $75, and Central Tractor had generic splined steering wheels for $45 - so do some digging on the internet. You can always keep the old wheel and experiment with fixes, if you buy a new, aftermarket wheel.
