I had that issue with my 1996 2500 gas engine 4x4.
Rears would want to lock after sitting for the first few times. 1999 dodge Dakota does it now too. So far keeping the Dakota inside has helped. Anyhow I ended up having wheel cylinders sticking so new cyls. and new shoes fixed it. Also I unhooked that anti lock brake module under the dash. That rear wheel only system is a death trap !!! Guy I worked with had a 2000 ? 1500 model and it was locking the rear brakes. New shoes and drum turn fixed his.
So I'd say if the fronts work good you are looking at rear wheel cylinders,shoes,drums turned. All common wear items on something that old and high miles !!!
Unless you told them it had a warranty I'd make sure they pay for it or take it elsewhere and REALLY PAY.
