a 580B can have either a 8 speed mechanical clutch with FWD/REV shuttle or a 4 speed with torque convertor with FWD/REV power shuttle, those hrs if true are low hrs for that unit and if it has been serviced half way on time pins and bushings should be fairly tight if it never seen a grease gun then yes they will be worn, on the trans let it warm up and then test it by pushing in to a bank/ dirt pile ect if possible, try it in 1st 2nd gears this way and make sure it will spin the tires at partial or full throttle, 3rd in this test will not normally spin them but should load the engine and make her smoke, as for the fan belt you do not have to remover the pump just pull the two mounting bolts and pry out on the pump and wedge something behind the pump and the belt can be changed, you will have to remove one piece of side tin to get better access, I can change one in about 10 min, but I have done a few in the last 40 plus years of being around them, look underneath it as well for signs of leakage at the brakes and transmission to convertor bolt up points as this is a sign of them being run with the backhoe mounts loose, this is fixable I have done quite a few but you do have to spilt it to do this repair, again not a bad job to me but to one who has never done it, it will seem very big, the 580B is a very good strong unit and is still very compatible today other than they did not have a 4x4 option good luck if those hrs are true that price seems reasonable to me
