Big difference between a Panzer with 16" drive wheels and a small Briggs & Stratton engine when compared to small farm tractors like Farmal Cubs, Massey Harris Ponies or a Deere L or LA. That "10 horse" figure is misleading.
A Panzer with a Briggs # 23 engine is only 23 cubic inches and only makes a sustained 7.6 brake horsepower, along with 15.8 max pound-feet of torque.
A Farmal Cub has an engine with 59.5 cubic inches and makes 32 foot pounds of max torque @ 1800 RPM. The engine can make 14 horse on a dyno but the tractor is rated at 10 horse drawbar.
